Conventions have always been proven to be quite costly (Trust me, I have been there and done that). It would be in your best interest though, to try to become the Delegate or Sophomore Fellow, where you get all or most of your expenses paid.
Another idea, and a lot of older/larger chapters do this, is solicit your House Corp. or Alumni Association (or even an alumni who has extra cash sitting around) to sponsor XXX amount of active brothers to attend Convention. A lot of times they see that as an opportunity to better the chapter and will sometimes front the money.
