There are no organizational (i.e. IFC) rules covering it, if you're not initiated.  What happens will be governed by your current GLO (for de-pledging) and the rules, policies, bylaws, and traditions of the other groups you try to rush.   Each campus and each chapter is likely to be different. 
 
Think it through.  You've joined a group of men with nationwide membership; organization can be poor at one place (or, frankly, perceived poor - you're not privvy to everything yet) and strong nationwide, and it can be the opportunity for you to hone your organizational leadership skills.
