Is that the exact language? There are generally 4 statuses available for a law license. Active, which means you're going to your CLE classes, paying dues, etc., inactive, which is what Barack Obama's license is since he doesn't intend to practice law in Illinois anytime soon, that's a voluntary status which means you no longer have to take CLE or pay dues. Suspended is something that happens involuntarily. It can be from not doing CLE or paying dues, or because of professional sanctions. Finally, you can be disbarred, which is permanently (or until further application) not allowed to practice law.
