What AOII_Angel says below is correct. We don't take legal action because that proves the authenticity to the document. They're not copyrighted because we we (speaking for my organization here, but assuming for others) don't want to share them to do so. Regardless, I think most organizations have taken the stance that leaked secrets don't devalue their meaning to members. The values we commit to are far more important than the ceremonies that explain them, an the exposure of those values does not alter our commitment to them.
