I would think it is similar to how IU uses RFM. Each chapter submits their "quota" to the greek life office. The greek life office then uses that number to determine how many invites the chapter needs to have for each round.
So at IU, one chapter might have a quota of 50 and is told to invite 800 women to a round, while another chapter with a quota of 35 might me told to invite 500 to the same round- even though both chapters have similar return rates.
I hope I am explaining it right- I understand it, but trying to explain it is a different matter!
