It depends a lot on which school you go to. Some places this would probably matter less than others.
Generally, at really competitive recruitments, your best shot is freshman year, and you'd have to do a lot to have a better recruitment the following year. You'd need to work on your GPA, your activities and leadership, and you'd need to get to know a lot of girls in a lot of chapters pretty well so that they'd think you'd make a good member.
Re-rushing at competitive chapters isn't usually a good thing, and maybe more importantly, it doesn't often work from the perspective of trying to get a bid from a more highly selective chapter.
