Assuming you mean how do they list where they would like to go to prefs, then you are pretty much right. Order isn't important for the first three listed, though, because you are basically saying "These are the ones where I would like to pref if asked."
If you are talking about after prefs, then the PNM lists on her bid card her order of preference.
