I think I am confused by the word "inactive". A woman who doesn't make grades still has obligations to the chapter (e.g. she still pays dues), and may be allowed limited social events, depending on the circumstances. There is a policy, but the disciplinary committee has some flexibility in meting out consequences. Further, the committee may have a mid-semester "check-in" with the woman in question to assess progress. Rarely have I seen women not allowed to participate in anything for an entire semester; that's what I find surprising.
