Are they supposed to be disaffiliated and uninvolved? Sure. Are they always? I'd be lying if I said yes.

It's hard to say if one Pi Chi can really get a PNM into a chapter, as I don't know how MS works in other chapters. I'd assume that one person's word isn't really enough (no matter how awesome someone is.) Especially if you're dealing with competitive recruitment where there are tons of well-connected PNMs going through.

I will tell you that it is in a PNM's best interest to behave as if her Pi Chi is going to run back and tell her chapter everything she says or overhears her saying.

If you're in a situation where XYZ has has to cut a ton of women on the first day, and they don't know much about the pool to make any decisions, it's easy for a Pi Chi to be like "Hey guys, I heard Suzy say ______." That's all they need because they're looking for a way to make that huge cut and what you said makes it really easy to cut you.

Also, Pi Chis talk to each other. If a Pi Chi knows that a PNM in her group is a complete brat, she WILL tell her Pi Chi friends who will tell their own chapters. So even if you think you know (or maybe you do know) what chapter a Pi Chi is in, don't just avoid saying bad things about HER chapter. Avoid trashtalking any group in front of her because chances are good that they will hear about it.
