Almost everyone on my hall recieved bids, some did not take them bc it wasn't the house they wanted, but I can only think of three girls out of about 40 on my hall that were totally eliminated during rush.

the way it was explained to me was she put XYZ first and ABC second on her pref card. ABC had her pretty high up on their bid list and XYZ had her pretty far down on their bid list. Both of the chapters hit quota before her name came up. It's pretty rare when it happens and someone who didn't go to my school told me it shouldn't happen, but it does.
