ElieM is not a member of an NPC organization and has no dog in that hunt.
Even if there isn't a rule in the green book or an unanimous agreement, multiple NPC chapters are not going to colonize at the same time unless there is a compelling reason for it. Hint: a girl or two not being happy about the organizations available on her campus is not a compelling reason.
