You have no way of knowing why the group that is returning is not currently on campus. Obviously your school's administration is happy with whatever recolonization agreement was made.
You sound like someone who is bitter because she didn't get a bid. If that's not the case, go through recruitment during your next formal recruitment. No one will be "at capacity" then.
