Unless your campus is very large with a huge need for new sororities, NO, they won't be able to have two groups expand at the same time. Furthermore, you won't be able to get two groups to agree to colonize at the same time. Many times when a chapter is removed from campus for a particular reason, they have a deal with the campus to come back in a few years. This is probably the case with the chapter that is coming back to campus now. You don't have any say in the matter. Trying to add another group right now is futile.
