I work with our chapter at USC for recruitment. There is a separate upperclass quota there, so all chapters are required to take some sophomores and juniors. In 2011 upperclass quota was 26, so each chapter took a significant number of upperclassmen.
The advice here about securing recommendations and being involved is solid. Good luck!
