Too young to be learning? No.
Too young to be deciding? Yes, yes, a million times yes.
As others have said, the things you do to prepare yourself for rush are things you should be doing to prepare yourself for college and young adulthood in general. It's not like you're going to take a semester off school to go to a sorority camp that will be pointless if you end up not joining one in college.
