As for this: "NOBODY thought to question or hesitate?", I'm sure that, in that moment, plenty of the blindfolded teens , experienced plenty of hesitation, tentativeness & emotions that gave them reason for pause.

As for why they agreed to participate, the reality is that assertiveness is a skill that does not come easily for some people.

Also, in the context of how it all went down, if there is a gym full of people egging you on, it would be extremely difficult to say "no" and to refuse to participate in the activity. I would say that there was a lot of social pressure to "fit in" in that moment and go along with what was requested.....

The error in judgement rests with the parents and school administration.
