(Throw in stuff about work or family commitments if it has a soupcon of truth in it) If my circumstances change and I can participate fully, I will contact you. Until then, please remove my name from your mailing lists. Good luck with the new chapter!

When I started an alum chapter, I did send notifications to local people, but NOT a request for dues right off the bat. I'm hoping these girls are just young and overly gung ho rather than assuming things they shouldn't.
