I'm sure AzTheta will correct me if I'm wrong (calling AzTheta!!!) but I believe that
all the NPC chapters at the UofA are at or close to total following formal recruitment in the fall. There is no spring recruitment organized, if any chapters do any, its probably friends of women already in the chapter.
For a definitive answer, I'd suggest that your friend contact the UofA greek life office.
