If a chapter is over total, even if they have some drop-outs they won't be able to add new girls. They have to fall below chapter total in order to do so. If you are looking for a COB opportunity, I'd probably be aiming at the smaller chapters, not the larger ones.

Quota last year=27+16=43
If this information is accurate and quota this year is similar to last, I would hazard a guess that most of the houses will NOT be doing COB. Consider the houses that didn't make quota this year, not the "top house" that doesn't have great retention.
