I would suggest that you contact Phi Mu Headquarters and inquire as to your
membership status. If the colony was never installed, there's a good chance that
you were never initiated. If you were never initiated, then you are free to participate in recruitment and pledge another NPC chapter.
I've never heard of an NPC "giving" anyone badges. Pledge/new member pins yes, badges no.
