That's sort of been my problem with expansion, because there is no point in adding another house (due to large sizes) if you can't fill up all of them.

So even with as big as the groups are (although they all hit quota this time) there's still a chapter that struggles? Add that to the list of things that scares away any NPC thinking of coming there.
