That's really strange, I always thought quota was determined by the number of women signing a MRABA or "pref card". Quota would be artificially high if it were set early on in recruitment, because PNMs drop out as recruitment goes on. However, that estimated quota is used in complex formulas that tell each chapter how many women to invite back...but it's not the number you'll see on bid day. Then again, most large schools use a quota range when bid matching to determine the optimal number for quota balancing PNMs placed with equality among chapters.
