While schools might start you over with a GPA just on your average at that college, I'm pretty sure some colleges retain a separate average that includes your average for all credits earned and maybe even credits attempted. Sure, policies change, but I don't think her .8 will completely go away.

(A long time ago, I transferred after my freshman year, and I'm pretty sure that the average used for recruitment included both my freshman and sophomore grades. On my transcript, I think there was a separate UGA only average, but I doubt it was what the groups looked at. Sure, things change over the years, but I don't think that most schools are going to ignore all grades earns in classes that they are giving you credit for towards graduation. )

I have a hard time imagining this part too. On the upside, since such a student wouldn't be getting credit at the new school for F's and maybe even for some Ds, her cumulative average at the new place might even up being a little higher than if she stayed at the old place.
