It seems hard to imagine that an NPC would consider coming to campus as a failure. Just doing simple math, if each chapter took 100, that is only 800 women, that leaves over 400 women who didn't join a house, that is a huge number. If it was only 100 I can understand an NPC's concern.
Is a chapter required to have a house? If so, is there land or houses available for a new NPC anyways?

A chapter is not going to be competitive (meaning they will not make quota) on that kind of campus without a house. That is a big hang up with any group considering expansion. Even if you had three chapters without houses ----
It is always hard to find available suitable land. It needs to be close to where the other houses are and big enough to build a comparable house to be competitive.
Arkansas folks - I thought someone said there were empty fraternity houses or spots that would be acceptable?
