You seem a little irate. I am missing your point, I think (except the last line, which is pretty clear).
It WOULD be an injustice for the girls to have this on their records and to have started a criminal history from this one incident, but welcome to the system. As a crimanl justice major I can tell you that this is precisely how it is carried out everyday.
