If you are quoting your college's recruitment website verbatim, and everyone follows those guidelines to a "T", then a cocktail dress would not be appropriate for the 3rd round. Your best bet would be to ask women in sororities at your school what is appropriate. If you don't know any sorority members ask your orientation leader when you go thru orientation.

Sometimes the Panhellenic council will start a facebook group for girls going thru recruitment and you could ask your questions there. The answers usually come from the recruitment counselors. So you can trust that what you are told is correct.
