The college Panhellenic Council follows the procedures outlined in the NPC Manual of Information, commonly known as the Green Book. They do some research on recruitment numbers and membership numbers and then talk with their NPC Area Adviser and the individual NPC groups' NPC Delegate and other national officers. Then they vote on whether or not to expand. Once the vote has been approved, the college PH notifies NPC that the campus is open for expansion. NPC advises the groups not currently on that campus that it is open for expansion. THose groups then decide if they want to send an information packet to the college. Once the deadline for packets has passed, the college PH picks the groups they want to invite to present. After all the presentations are done the college PH votes which one to extend a bid to.

As you can see, it's a very complicated and proscribed process. One doesn't just add a group. You might talk with the Greek Adviser and ask if they are looking into expansion and why/why not for an answer specific to your campus.
