My parents were both military, so I know all about transferring. When I moved from Germany to the US, my credits transferred, so I was able to choose whether I wanted to remain at my current grade level or if I wanted to move ahead.
The OP's story seemed off, though. Why would you be allowed to skip grades if your school didn't accept the credits? That's like transferring colleges and being told that, although you don't have enough credits to be a sophomore, you're going to be able to graduate this semester. If anything, lack of credits = LOWER class standing.
