If you are committed this, you're going to need to think about it more as a business for a moment. Put on your serious hat and go look online for non-for-profit bylaws templates. You will need them, both to govern your organization and if you wish to achieve NFP status at some point. It will take time, because you'll find templates online that have a lot of things you need to think about. What officers will you have? How much will dues be? What are your membership policies?
It is trudgery, but it is really, really important.
