Yeah no, Katniss has an olive complexion, her father is (at least?) biracial and it's more likely that the workers in the Seem are multiracial with a lot of Italian in there as well (based on Appalachian/mining populations in WV and elsewhere). Katniss' mom and sister stand out for being fair and blonde.

It's more like casting non-Asians in Airbender than a case of needing hair dye.
