My piece of advice - don't have events!

Focus more on small activities and getting to know potential members with only 1-4 sisters/PNMs present. Use the +1 method - for every PNM at one of these small activities, have an equal number of sisters + 1 (i.e. if there are 2 PNMs attending, have 3 sisters there). The school and/or Panhellenic can't put a limit on how many times you invite a PNM to have coffee with you.

And visit Phiredup.com and get the book 'I Heart Recruitment'... it sounds like it was made for a chapter such as yours.
