That's actually fairly normal (unless the fraternity chapter sizes are larger than the sorority chapter sizes). Fraternities don't have quota or total so their sizes can be all over the board and even if there are one or 2 big ones, there are usually more that are substantially smaller than the average sorority chapter size. When you have fewer fraternities than sororities, start worrying.
