It is a crime in many jurisdictions but I wonder how often people are actaully charged. It is one thing if the victim is herself coming forward and saying I told my teacher two years ago and he did nothing about it v. not KNOWING when someone came to know it was happening. Sparkle (if she turned in the tape) could always say she just came across it two days before she turned it in and did not know anything before that. They would have to prove what she knew and when she knew it. That is not that easy thing to do.
