No I'm not graduating high school. Im transferring from a community college. I will be at tcu for a minimum of three years at least depending on credit transferability.
My reason is because after reading on here about recommendations, some greek life websites say that they're not needed or as big of a deal but they really are so thats kind of what I'm basing it off of.

Okay, fair. A lot of GL websites say recs aren't needed. That is because the official line from the NPC groups is that they will find recs. It isn't true, but the GL website can't exactly say something that contradicts all of its member orgs.
OTOH, they have no reason to stretch the number of sophomores going through. That's just a fact.
All that said, I wouldn't spend much time worrying about the percentage of sophomores going through rush. It can't hurt or help you to do so. You should focus on getting recs and getting ready for recruitment.
If, as your screenname implies, you are in Chicago, recs may be a little weird to the alumnae you know, so you'll want to start preparing early.
