Tests can either be used or not, it's up to the chapters. If you bomb your tests, chances are you aren't that dedicated and you won't get initiated. For some chapters, tests hold a ton of weight. Others, not so much. The chapters have their own standard of what's acceptable or not. Membership selection is really complex and full of gray area.
But I'll say this, I've never met a chapter that has NOT used tests in their membership evaluation. The degree of weight it holds varies.

@ the bold - That's why I found this interesting. In my organization, the chapters do have discretion (obviously, since HQ isn't there for the day-to-day), but we still have a set of standards that must be met in order for a pledge to become activated.
If someone has a great GPA, tons of service, and is a great guy, but he doesn't meet our national standards, he doesn't become a member. In situations like that, he'd likely be invited back for membership, but there's no wiggle room if he doesn't meet HQ's requirements.
