Both frats are NIC.
I think it is a case of Frat A being punished for one brother's stupid individual actions which had no connection to the group at all, although I don't know the whole story.
But it seems like the boys can start another NIC fraternity even though it might look bad on Frat B? That's not cool! What stops someone from jumping from frat to frat then?
