I've never heard of a school that offers bids over the summer. Even if a chapter could, I have no doubt that they wouldn't initiate you until the fall semester. There simply isn't anyone on campus for you to have a new member period.
Besides, even if that plan were POSSIBLE, don't think that the women wouldn't realize your intentions and be insulted that you'd be joining their chapter just to transfer to USC. Additionally, a chapter doesn't have to accept transfer affiliates. You must be voted in. Depending on the number of transfers seeking affiliation, a chapter may be selective as to who affiliates, and a chapter probably wouldn't appreciate someone trying to sneak in through the back door.
Women do get bids at USC. You might want to reflect upon what made the first time (assuming there was one) unsuccessful and improve next time, should you try again. You also must reflect upon whether you are interested in being Greek, or just the prestige of certain chapters.
