Here's a good reason why states should be passing and enforcing anti-bullying laws. This guy apparently had exhausted his remedies within the system. Such a law would let him march down to the police station, make a report, then we'd be talking about criminal liability.

At any rate, he should have/could have lawyered up. For whatever reason, high school administrators live in fear of lawyers.
