If someone rushes as a pre-freshman, I don't see how they could be involved in 2 other orgs right away, unless it's something like band or an athletic team that starts practice before school starts.
We really need more/better information from the original post. I also question if these are NPC groups - I've never heard of a Greek life office making such a stipulation for rush (the being involved in other orgs thing). It's usually the individual groups that do so.
