They definitely try to match people they think could hit it off, or people they think can make a good conversation with a particular PNM. However, so many girls have the same resumes, it's difficult.
One of my rec girls this year had several great matches in the opening round. At those houses, it was clear the chapter made some definite choices in who would rush/bump her, and it made a difference in how she felt about the sorority. However, in the houses where there wasn't a great match, it wasn't necessarily the case that the chapter didn't care or didn't read the recs/application--it may be the case that the actives who were midwestern gymnasts in show choir were already spoken for!
Even back in the Jurrasic period, we tried to match up rushees with actives in some sort of systematic way--by hobby, hometown, daddy's club or major. Didn't always happen, but that was the ideal to strive for.
