If they announced at the meeting that they would be contacting everyone, whether or not they were offered bids, by a certain day, it would be OK to contact the rush chair if you haven't heard back by the day they specified.

But if they didn't make such a statement, do NOT contact them. They may still be deciding (they probably didn't do anything over the weekend - think of these things in business days) who to give bids to and your calling and bugging them may negatively impact your chances of getting a bid.

Or they may have decided not to give you a bid. That doesn't necessarily mean forever, it might just mean AT THIS TIME. If they're still interested, they will keep in touch with you and let you know. Again, do not contact them and bug them.
