The info AZ-AlphaXi posted comes from the NPC Manual of Info (Green Book). So that is the official source for all things NPC expansion (all NPCs have agreed to follow it).
Yes, it holds true for every campus. A school MUST be open for a new chapter of any NPC to be added.
