The comment above that explains a chapter snap bidding unmatched women is much more realistic, and how flex lists actually work. At no time will a Panhellenic, RFM, or Panhellenic Advisor arbitrarily assign women bids to chapters just to "meet numbers"; particularly at a competitive recruitment campus.
