You didn't mention how soon recruitment is at your new school or even if recs come into play there. However, if you are still working on securing any recs then I think that your transfer history/reasoning might be a good thing to include. When I read your first post I immediately thought "flighty, can't commit, may leave again." However, the reasons for the second transfer actually reflect some maturity and common sense thinking.

In other words, my opinion of you changed quite a bit from your first to your second post. If the chapters are going to know that this is your third school in three semesters (and likely they will due to transcripts, recs, etc) then I would do all that I could to make sure that people know this. Like it or not, opinions are made quickly and maybe not always on the fullest of information. You wouldn't want to be quickly discarded as "not gonna stick around" if that is not the case.

ETA: didn't realize that you pledged at second school. That changes things a bit. You will really need to have good (sincere) answers for why you haven't stuck with things and your (sincere) plans to commit to any org that gives you a bid.
