Naraht is spot on. Argentina permits gay marriage; Brazil, Uraguay and Ecuador have either civil unions or domestic partnership legislation; legislation has been introduced in Chile but isn't expected to advance too far at this time.

On the other hand, Colombia and the Central American states are opposed to gay marriage. As Naraht said, gay marriage is permitted in the federal district of Mexico City (similar status to District of Columbia in the U.S), some political support in the urban areas opposition in the countryside.

Again, as Naraht said, the Carribbean states are homophobic Jail time in most places, homophobic violence also. Surprisingly, most of the homophobic states in the Carribbean are former British possessions.
