Most universities have an academic probation policy which allows students to make a number of attempts to bring a GPA up. It would be poor form to disqualify a student from university on account of one poor semester, even a 0.0 semester - most universities are more forgiving than that. We allow three semesters on academic probation, provided the student earns at least a 2.0 semester GPA while on AP.

I have been a professional academic adviser for a number of years at the state university. My immediate reaction to hearing about a student who had a 0.0 GPA two terms in a row is to think that it is very likely he experienced some kind of serious situation (death in the family, illness, accident, victim of a crime, etc). I've advised hundreds of students on academic probation or who have been disqualified; VERY rarely does a student earn 0.0 twice in a row on account of sheer laziness or too much partying. I hope that student mentioned went to seek help from an adviser or dean to discuss his circumstances.
