Recruitment rules from one school applied to alums and chapters at other schools?

I was reading the alumna rec post where AGDLynn mentions that, for some schools, alums are bound by rush rules just as collegians are, and it got me wondering - how strongly can one school's rush rules be applied to collegians and alums from other schools? And how are the alums supposed to know? Are alums really expected to keep up-to-date on all colleges' rush rules??

I can understand the rules being applied to alums who are helping with rush at a particular school, but not to random alums living in different parts of the world who just want to chitchat with their friends' daughters. (Geez... that makes us alums sound like pervs... LOCK UP YOUR DAUGHTERS )

Interesting story: A few years ago, a sorority at my school (MIT) got charged with a rush violation because one of its members was wearing letters before rush started - but that sorority couldn't figure out which of its members was the guilty party. It turns out that someone from that sorority's chapter at BU had thrown on a sorority T-shirt and gone jogging... right past MIT... completely ignorant of the fact that it was work week at MIT. Someone from a different sorority saw her and charged the sorority with a rush violation. (The charges were dropped as soon as they figured out it was someone from another school.)
