Maybe they had sent her a letter inviting her to
apply but she misinterpreted it as an offer of admission? Sort of like when people rushing confuse the word "bid" and use it when they mean that they had received invites to the next round of parties (example, "My favorite chapter dropped me, but I did get four bids to house tours").
