If someone has PMs turned off, though, you'll get a notification of that when you try to PM them.
Go to "Edit Options" under "CP/Settings and Options" and make sure that "Save a copy of sent messages in my Sent Items folder by default" (under "Messaging and Notification/Private Messaging") is checked. Then save changes.
