Even if she waited to tell her second choice on pref night that she hated them, in hopes that she is WAY down on their bid list and gets a bid to her fave, she might still (thanks to RFM, quota additions) end up on the 2nd choice bid list.
Bottom line - a very risky move that would probably not pay off.

I know of a girl that did exactly this and got a bid to her first choice.

I was her recruitment counselor and by the last day had told her about 2 billion times to stop badmouthing sororities. She either didn't understand the difference between "Oh I don't think I fit in here" and "These girls are all gigantic losers" or didn't care. But I will add this: though she's still a member of the sorority she got a bid to, many older sisters in the chapter let it be known that they didn't approve of her behavior and in the long run it helped her whole pledge class be less negative towards "bottom" sororities on campus. Unrelated, but it's a happier ending than it could have been.
I also know of girls that have been cut because they were nasty about chapters they deemed beneath them...it's a bad idea, not only because it's mean, but because sorority members WILL remember it when they hear about it.
